Deep Expertise. No Junior Bait-and-Switch.

We staff projects with the consultants who scoped them. The senior you meet in the proposal is the consultant on your project.

The Standard Behind Every Project

SafeGuard Projects is led by someone who has been on every side of the table — operator, plant manager, PSM director, and commissioning director on billion-dollar programs. That career is what defines who gets brought in and what good looks like.

Bruce Miller — Founder & Technical Director, SafeGuard Projects
Bruce M. Miller
Founder & Technical Director
45 Years PSM Director HAZOP Facilitator Commissioning Director Plant Manager

Bruce Miller built his career the way this industry demands — from the ground up, plant by plant, for 45 years. He started as an Operations Trainee at Chevron’s Pascagoula refinery in 1979 and spent 31 years advancing through every level of plant operations across 24 different process units: Crude Units, FCCs, Hydrogen Plants, Ethane Crackers, LNG facilities, Sulfur Units, Alkylation Units, and more. He finished his Chevron career as Plant Manager — having also served as Operations Director, Turnaround Manager, PSM Manager, and Alarm Management Specialist along the way.

Among his project assignments at Chevron: Plant Manager on the Angola LNG FEED Phase and Plant Manager on the Nigerian GTL FEED Phase — two of the largest energy infrastructure projects of their era. After Chevron, he held leadership roles at Sasol North America that few in this industry can match — Refinery Manager on the $18 billion GTL Fuels/Derivatives project with international alignment across South Africa, Nigeria, Qatar, and Rome; then PSM Manager on the $12 billion US Mega Projects portfolio, where he owned all PHAs, P&ID reviews, and the PSM budget with a team of 10; then Commissioning Director for the same program.

He has since managed Petro Star’s Alaska refinery, led Sasol’s Tucson aluminas facility, and served as Refinery Manager at Hunt Southland Refinery in Mississippi. Today, as OMC Director for Technip Energies on a refinery project in Iraq, he continues directing complex operations at international scale.

Who Comes In Behind Bruce

SafeGuard Projects engages a selective network of senior specialists — not a bench of junior staff. Every person brought into a project has been personally vetted by Bruce through direct professional experience. He does not delegate that decision.

01

Personal Vetting, No Exceptions

Bruce has worked alongside most of the specialists he calls on. The vetting isn’t a credential check — it’s direct knowledge of how they perform under pressure, on real facilities, in the moments that count.

02

Right Background for the Work

An LNG project gets someone who has worked at an LNG facility. A reactive chemistry HAZOP gets someone with reactive chemistry background. Sector experience is not transferable and we don’t pretend otherwise.

03

The Senior on the Proposal Is the Senior on the Project

There is no bait-and-switch. The consultant who scopes your project is the consultant who executes it. Bruce does not pass work to someone you didn’t meet.
